Oxfam Australia has raised concerns surrounding the safety of Palestinians in the city of Rafah, after Israel told Palestinians to evacuate parts of Rafah, which has been a refuge for more than a million displaced people. They believe a significant number of Hamas fighters, along with potentially dozens of hostages are in Rafah and say that victory requires taking the key city.
