Malcolm Turnbull disse que a Austrália era um sucesso multicultural, uma "nação de imigrantes", mas que era hora de colocar os australianos em primeiro lugar.

O primeiro-ministro disse que não quer ver pessoas usando o esquema do visto 457 como uma espécie de passaporte para entrar na Austrália.
Peter Dutton, ministro federal da Imigração, disse que as mudanças também tem por objetivo eliminar o "atalho" para a residência permanente.
"The existing 457 visa program is conducted for a period of four years, but essentially it's open-ended and it results in many cases in a migration outcome - that is somebody going into permanent residency and becoming a citizen, which is a significant part of the attraction to using the 457 visa."
Um novo esquema de vistos temporários deverá substituir os vistos 457.
Em setembro de 2016, 95,758 estrangeiros estavam trabalhando na Austrália com o visto 457, segundo o Ministério da Imigração - a maioria da Índia (26.6 %), seguida pelo Reino Unido (16.9 %) e China (6.1 %).
O ministro Peter Dutton disse que o novo visto de dois anos não vai permitir a residência permanente, mas que todos os trabalhadores agora com o visto 457 não serão afetados pelas mudanças, podendo permanecer no país, respeitando as condições atuais dos seus vistos.
O novo programa deverá ser implementado em fases a partir desta quarta-feira, 19 de abril, e deverá estar operando a pleno até março de 2018.
A nova categoria de vistos deverá ter requerimentos adicionais, entre eles a obrigação de anunciar os empregos localmente, antes que as vagas sejam abertas para candidatos no exterior.
Malcolm Turnbull disse que também será exigido um nível mais alto de domínio da língua inglesa, assim como experiência prévia e novas checagens do histórico criminal dos candidatos.
Além disso, Turnbull prometeu que vai reduzir a lista de profissões, hoje em mais de 650, para um pouco acima de 400 profissões.
"So this is a very substantial reduction in the list of skills that qualify for these visas. There'll be a two year visas, and a second visa for four years, that will require two years prior work experience - not the case at the moment. It will require, in the case of the four-year visa, a higher standard of English. It will require a proper police criminal record check, which is not the case at the moment. It will require in almost all cases, in the majority of cases, mandatory labour market testing - again a very significant change."
Segundo o primeiro-ministro, as mudanças propostas foram pensadas para ajudar tanto as empresas quanto os trabalhadores australianos.
"These new visas will ensure that Australian businesses have access to the workers from overseas they need to fill real skill gaps, but not otherwise, and that Australians - wherever possible - where vacancies are there, where job opportunities are there, Australians will be able to fill them."
O líder da oposição, Bill Shorten, criticou fortemente o plano do governo, via Twitter.
"Make no mistake, the only job Malcolm Turnbull cares about saving is his own," tuitou Shorten.
Os senadores da oposição Nick Xenophon e Pauline Hanson gostaram do anúncio do governo, mas usaram o anúncio para aumentar a pressão sobre os governos estaduais e federal para aumentar o programa de habilitação da mão-de-obra australiana.
"It will now force state and federal governments to tackle skills shortages because governments have become lazy in the way that 457 visas have allowed governments to ignore skills shortages by just having 457 workers,” disse o senador Xenophon.
O primeiro-ministro divulgou uma mensagem em vídeo, anunciando a abolição da categoria de visto 457, para trabalhadores imigrantes qualificados.
"Australian workers must have priority for Australia jobs so we're abolishing the 4-5-7 visas - the visas that bring temporary foreign workers into our coutnry. We'll no longer allow 4-5-7 visas to be passports to jobs that could and should go to Australians. However, it is important businesses still get access to the skills they need to grow and invest. So the 4-5-7 visa will be replaced by a new temporary visa specifically designed to recruit the best and the brightest in the national interest. The new visa will better target geunine skills shortages, including in regional Australia. It will include new requirements - including previous work experience, better English language proficiency, and labour market testing."
